Landscape Codes- Landscape ordinances, an important part of zoning law are followed by designers, contractors, maintenance companies and plant material growers, They are largely administered by city officials in local planing offices. The landscape administrator, landscape inspector or city landscape architect is the usual person responsible for enforcement of the code. They work to assist citizens, design consultants, developers and builders. They issue permits, conduct site plan reviews, inspect on-going construction and issue certificate of occupancy approval
Technical information within these ordinances are used by the development community to rebuild nature in the city following construction or reconstruction. These ordinances, also called landscape design codes, set forth areas (design components) of a development site that must be planted.
Technical standards and design directives (specifications) are provided to measure compliance with the ordinance. The common design components of landscape codes include:
1...Open space plantings-minimum canopy coverage.
2…Street yard buffers.
3…Side and rear yard buffers.
4…Vehicular use area (VUA) screens.
5…Vehicular use area interiors.
6…Vehicular use area detentions-storm water management facilities.
7…Street wall planting areas.
8…Critical root zone tree protection areas (TPA).
9…Habitat preservation areas (HPA).
10..Irrigation design requirements.
11..Planting, construction and maintenance specifications.
12..Landscape best management practices (LBMP), sustainable landscaping standards. 13..Plant material standards.
Landscape design standards, the first code, originated at Sea Pines Plantation on Hilton Head Island, South Carolina in the late 1950's. Since then they moved into Florida, spread across the South to California an up both coasts. They can be found from Anchorage, Alaska to Saipan in the Northern Mariana Islands in the Western Pacific. They are generally absent as consolidate design codes from New England and parts of the North and Midwest.
